How can government be both empowered and constrained?  This is the central question of Constitutional Political Economy.  What role does ideology play in the growth of government?   Can ideology constrain government?  This talk explores the foundations of Constitutional Political Economy and discusses the critical role of an often-overlooked element – ideas.
